This role is responsible for providing technical capabilities to support regulatory licensing and permitting for construction and operation of the TRISO-X Facility, a uranium fuel fabrication facility. Facility operations used to process, handle, and store special nuclear material will be licensed by the Nuclear Regulatory Commission (NRC) under 10 CFR 70, supported by applicable sections of 10 CFR 51, 20, 71, 73, and 74, among others. This position assists in the development and implementation of environmental protection and waste management programs, processes, and/or systems for plant operations, as required by State and Local government regulations, to protect the health and safety of the public from discharges from the facility to the environment and disposal of industrial wastes.

Job Profile Tasks/Responsibilities
  • Develop/review/revise technical reports and content to support regulatory licensing and permitting activities across a wide range of topical areas, including but not limited to environmental compliance; manufacturing-related air effluent discharges; site-related stormwater collection and discharges; site-related sanitary sewer discharges; management/characterization/disposal of industrial, hazardous, and mixed solid wastes; and regulatory required periodic environmental reporting.
  • Identify, interpret, and apply environmental protection and waste management regulations, consensus standards, and industrial best practices that pertain to site operations. Create, document, and manage related technical requirements.
  • Design and implement sampling and monitoring plans for air, groundwater, soil, vegetation, and stormwater to meet NRC licensing commitments and State/Local permitting requirements.
  • Provide regulatory guidance, support, and oversight to team members developing technical content to support licensing and permitting activities.
  • Coordinate reviews of regulatory materials and information prepared by others, and prepare, resolve comments, and finalize technical content for submittal to regulatory authorities.
  • Collaborate with others to prepare responses to questions from regulatory authorities.
  • Prepare submittals in accordance with regulatory guidance.
  • Interact with regulatory authorities in meetings (in-person and virtual) as needed to support licensing and permitting activities.
  • Support planning and execution of regulatory and compliance strategies and schedules.
  • Develop/review/revise/implement licensing and regulatory programs and procedures.
  • Consult with and advise operations, maintenance, and engineering personnel on the environmental protection and waste management regulatory impacts of new or proposed changes to processes, procedures, and facility designs/modifications.
  • Oversee development of environmental documentation to meet National Environmental Policy Act (NEPA) when required. Review/revise environmental documentation as needed for new facility designs and for proposed changes to existing facility designs.
  • Conduct surveillances, inspections, walk-downs, investigations, and audits/assessments of licensed activities and unusual incidents to ensure compliance with approved regulatory licenses, permits, procedures, and safety bases.
  • Develop/revise/deliver regulatory training to operations, maintenance, and other personnel.
  • Provide support to the emergency response team.
  • Participate in regulator and/or industry led regulatory activities.
  • Maintain professional demeanor and behavior at all times in all forms of communication.
  • Perform other duties as assigned by manager.

Job Profile Minimum Qualifications
  • Bachelor's degree in engineering from an accredited college or university required.
  • Typically, ten plus years of environmental compliance experience in a manufacturing environment, or similar experience in a highly-regulated industry.
  • Experience communicating technical information effectively both orally and in writing to a wide variety of audiences, ranging from engineering, operations, and maintenance personnel to regulators and management.
  • Project management experience including developing schedules, managing multiple assignments, prioritizing effectively, and coordinating team activities to produce technical content for regulatory purposes.
  • Experience applying technical education and experience to thoroughly investigate and develop comprehensive understandings of regulatory requirements, nuclear fuel fabrication processes, and other supporting information.
  • Knowledge of environmental compliance regulatory processes and requirements, with emphasis in the areas of the Clean Air Act, Clean Water Act, and Hazardous Waste regulations. Understanding and experience applying regulatory requirements, standards, and guidance.

Compensation

As required by Maryland and other applicable state law, X Energy, LLC (X-energy) lists the expected compensation range for a publicly advertised job opportunity based upon the job requirements (e.g. education/training, experience, skill sets, etc.). Individual candidates who meet the job requirements for the posted position will be offered a salary within this range based on their respective levels of education/training, experience, and other qualifications unique to them. Salary ranges may vary based on the specific office location and region referenced in the posting to take into consideration differences in cost of living and may not be reflective of all regions. Please note that compensation ranges listed for US job postings reflect base salary only and do not include benefits or other incentives.

A reasonable estimate for this position at the level of experience required is:
$121,410 - $168,625
